Look to see if the window rubbers are distorted. If so, you need to replace the rubbers. If not, lubricate the rubbers with pure silicone spray. The up then 1/2 way down is a safety feature, to keep the window from squeezing on someone. The speed of the motor determines the return down, as if you arm was caught in it, the motor would slow down. So, if the rubbers are distorted or dirty, thay slow down the motor proportionally.
