Where is the button to open the trunk?
I have a 98 Jetta and the trunk unlock button is in the center armrest storage compartment. It's a square button. Should be the same on a 97 Golf. Hope this helps.

you have a bad driver door latch/actuator. incredibly common problem. they cost 157 dollars and 2 hours to install at a dealer. the switch is inside the latch and there is no way to repair it.

check fuse number 17 in fuse block if ok check bulbs <you said they turn on just don't flash so thats ok> the relay feeds power to the switch cluster but the flasher unit itself is built into the combo switch for turn signal/hazard switch
