Honda accord idles high and low no heat inside

First thing you have to do is check the coolant level. It is possibly very low on anti- freeze, or frozen up from the anti freeze not being strong enough.

I have a 1995 v4 auto. honda accord. It runs hot

With overheating problems, yes. Even if it doesn't fix the problem, the thermostat could be damaged by high temperatures.

If it doesn't fix it, check and make sure the electronic fans operate properly; the relays that operate them tend to fail due to age.

The problem I have with my 94 Honda Accord is OVER-HEATING.

Check that the Cooling Fans are operating. An easy check, is to Start up and put the Coolant Control to Blue [Cold], A/c control to Max A/c, with the blowers on Full. If the fans are good they will energise about 20 seconds after starting up. If they do, then your overheating is possible failure of the Engine coolant Thermostat. This is a practical DIY project.
If they do not. check your fan Fuse Links and Fan Relays.
