Semi loud vibrating sound when car is idle, does this mean a tune up or timing belt problem? 1996 Camry

Not sure of the mileage requirement for a timing belt change, but the problem could be multiple things, many of which a tune up would find & repair:
Plugs & Plug wires
fuel filter
air filter
Any of the emissions systems

If fuel filter or air filter are due for replacement, can start there relatively cheap.

How many miles total on vehicle? How many miles since any major work or tuneup? Has timing belt ever been changed & if so, when?

Does sound go away totally when driving? Try driving along side a wall, where the sound can bounce back at you, with windows open, radio & A/C off, to see if you hear anything. Wondering about exhaust system leaks.

Need more information to determine more likely causes.

I just bought my first car 1998 honda accord did a complete tune up but it vibrates when idle but run smooth.

some hondas have a counter balance shaft on lower part of the engine (marks should be lined up when replacing timing belt ) someone may have replaced timing belt and missed aligned them

Sounds like your Hydraulic Timing Belt Tensioner, or could be the Idle Pullys. There's a kit available that includes all needed parts for around $150.00 depending on your location.

I have a 1996 Talon TSi. it has a weird idle and runs rough

The misfire could be a failing valve lifter, usually on the inlet valves. The " terrible vibration" could be clue to a head gasket about to give up.

Pull the plugs and check the gap and colour. Should be dark grey to black. If it brown or white, that cylinder may be burning coolant.

Running smooth , then 3000 rpm vibration also suggests that the top balance shaft belt may have broken or slipped. It's time to pull the cam covers and front belt covers to check everything is OK.

It sounds like the timing belt is off a tooth. Did you have it scanned to see what code was in the computer? These engines will surge when the cam timing is off.
