You can borrow a Noid tester for the fuel injectors or use a voltmeter. It sounds like you found fuel pressure at the fuel rail and assume you have fuel going into the engine. The starting fluid is getting into the engine so it is trying to run. What you need to do is find out if the injectors are opening.
The electric tests of a voltmeter or Noid tester check that.

Assuming the inertia switch is allowing fuel to the fuel rail, the injectors are controlled by the crankshaft position sensor or a cam sensor. If the injectors do not pulse with electric power then a signal is lost from a sensor or the Brain is not processing signals from the sensors.

My 5 and 6 cylender are not firing on my 1997 f150

There can be several reasons. A lot of times people look at the spark side of the problem and forget that fuel injectors also must work. The firing signal comes from the crankshaft sensor, then both the spark and fuel get a signal to fire.

When 2 adjacent cylinders miss, it can be a head gasket or the coil pack. I see that this problem is 7 months old so you have probably fixed it.

1986 Ford F150 6cyl, carb., spark good, fuel in throttle, dry spark plugs,...what is problem? Just swapped motors, but same everything except 85 motor.

Because there is no fuel to the plugs I would pull the 02 senor out of the tailpipe and see if the catalytic converter or muffler is plugged. If they are they put back pressure on the engine and not allow the fuel to be drawn into the cylinder and fire.

1986 ford 351M turnsover but wont fire up and it gets lots of fuel would it be the spark plugs.

Three things are neede to make a motor run, air, fuel and spark. If your air cleaner is clean and you have fuel in the cylinders then you need to check for spark. take a spark plug out of the head and keep it connected to the wire. Ground the bottom of the plug on the engine (do not hang on to the plug) and turn the motor over. This will let you know if you have spark if you see or hear the charge. Check the firing order as well.
