Question about 1999 Dodge Ram
Have someone check the exhaust outlet while you try to rev the engine, does it seem restricted? It's possible the exhaust system has collapsed inside, and is blocking the pipe. This would cause loss of power.

Had the same problem. ended up being my catalytic converter fell apart and was plugging it up at high rpms. replaced it got a new truck
