If you have your car title you can get a key from a dealer. Maybe $25. They look at the vin number but they do need to make sure you own the car.

My 07 Chrysler aspen will not start but my battery is good, all accessories work, my electronic throttle control light stays on, and there is also a small red light flickering

actually your aspen would start then die out after about 3 seconds. if you have tried this repeatedly, Now it does not start at all (your ECU is now locked up since it thinks you were trying to steal the vehicle). The little red light is your antitheft system. Your remote head key has failed. You can find a locksmith that does these at www.findalocksmith.com or you can have it towed to the dealership for a computer reset and another key.

On my 4 x 4, the passenger break lights don't work but the bulbs are good. What do I look for?

When you lock and unlock the doors, this is usually the side light which illuminates, not the brake light.
Remove the brake light bulb, (which also contains the side light filament) and check the filament. It's likely blown, so simply replace it.

How do you remove the pins on the tail light cover on a 2007 Chrysler Aspen?

Just use a flat bladed screw driver and pry (gently). The top part of the pin will come out about 3/8 of an inch, then the whole thing will come out. 2x pins on the inboard portion only. Then, just pull the whole assembly straight back, and it will pop out.
