Sounds like your starter. If you can get it out, you can take it to most advance auto parts stores and they will test it for you. (Call ahead before you start!) Here is how to take one out. http://en.allexperts.com/q/Jeep-Repair-817/2002-Grand-Cherokee-starter-1.htm

Good luck!

If all you are getting is clicks when you turn the key, the first things to look at are a faulty starter, starter solenoid, or ignition relay. Hope this helped and best wishes.

Tried to start it and it clicks clicks clicks. Replaced the battery and still won't start. Replaced a relay switch and still wont start but the clicking has stopped.

Try starting it with the headlights on. When you hear the clicking do the headlights go out? If so, you probably have corroded battery contacts. Clean the battery posts and the cable connectors with a wire brush. If the headlights stay bright the problem is in the wiring to the starter. Take apart and clean all the contacts points to the starter. If that does not solve the problem, get the starter tested.

Im not sure what you mean by I jumped out the starter relay and the starter engaged.
so i am going to assume that you jumped from the battery side to the starter side on the relay and that engaged the starter... which is fine but you say the relay clicks when u turn the key. Pull off the clip on wire from the relay and push it against the battery side connection on the relay (u may need a small screwdriver to assist the connection) the relay should cause the starter to engage. If it just clicks (my bet) then you need to replace the relay (its really called a solenoid )
