Hi mate, check the relay it caused be faulty, change it and if that fails.
Chance the arm switch, that caused be at fault.
If they all work well, the wiper motor is draining power from a fault in the wiring harness.

I hope this as help?

04 envoy xl wipers won't shut off

These wipers employ two switches: the switch inside the vehicle (on/off/intermittent), and the park switch built into the wiper control module which is part of the wiper motor assy. One or both have malfunctioned.

Windshield wipers

Possibly just the circuit breaker. You might have high resistance somewhere, but try replacing the circuit breaker first.

Wipers

You have two problems. The first is the wipers turn off and stay in the upright position and do not close. The motor is fine. There is a steal 'close' tab that has been bent out of position. You just need to push the steal tab back into position. You can use a chisel or screwdriver to pound it back into the 90 degree position.

The windsheild washer motor probably needs to be replaced
