if that is a police addition car thenunder center console is a police wiring package plug it might be touching ground on trhe brack trigger wire that use for siren park info found here

Lightly lubricate both the key and the ignition.
Now turn it slowly from left to right so you will not break the key.
When you have it moving a little, re-lubricate it again and work it as before.
This should free the working parts inside the ignition switch.
Failing that you will have to invest in a new one.

battery is low on voltage, it is either bad or the alternator is bad. after you jump start check volts at the battery . if volts are below 13.00 the alt is most likely bad. if volts are about 14.00 alt is good. battery is bad.
