The dash from side to side? undue the battery.take screws out from the top at the winshield they might be hidden near the vents.take the bolts out from the left front and right.crawl under on your back and look for more bolts at the back on both sides work your way into the middle of the dash move wires and gently pull until you find all the bolts and the dash come free. Why are you taking the dash out? Just courious! I used to love this kind of job.

Tail lights and dashboard lights out at same time

The problem is %90 likely to be a blown fuse. I was recently driving around at night, conscious of the fact that my dashboard (gauge) lights were out, but was unaware of my tail (driving) lights being out as well. This lead to an unpleasant run-in with the law.

i fought the law and well,
the law won.

but seriously, look in your fuse box, im not aware of exactly the suburban but i drive a '97 S-10 and they are under the steering column/dash. You gotta lay on your back to get up in there alot of the times. I know in newer chevy's they're under the hood but, should be a 20A fuse, good luck.

Remove dashboard from honda accord S/W

I don't think removing the dashboard will help much. All the 1995 Accords I've worked on the ECM is under the right front carpet. Take a look and see if your is the same.

Disconnect negative battery terminal. Remove right door sill molding. Pull carpet back to access ECM. Remove ECM cover screws. Unplug ECM connectors. Remove mounting screws. Remove ECM.
