Check the battery connections, take them off and clean them.Make sure the battery is fully charged. If the connections are good and the battery is tested good, look at the starter.

Can you tap on the starter, try to get it to bang loose if it is stuck,it could be,at the same time have someone try to start the engine. If it works good,If not take it off and have a parts house test it,it free.Let me know how you make out.

Hi ,
I would guess your cylinders are full of water, you need to take the spark plugs out and carefully turn the engine by hand via the crankshaft pulley bolt to expell any water in them if you can`t turn the engine you have probably damaged the con rods(bent under hydraulic pressure),the only good news is you should be able to get a new engine through your insurance as it is classed as an accident on a fully comprehensive policy.

Could the sloshing water be in your roof lining? If the rain seeped in at the windscreen or back window, it could be in the lining. In that case the lining would have to be removed and probably replaced. To find out, just push on the lining with your hand in several places.

Went thru a flooded road about 8"deep stalled out

You filled the cylinders with water. You will need to remove all the spark plugs and crank the engine with them out, to push out the water. you will also want to replace the air filter as it is probably saturated with water.
