There are 2 fuse panels in the '99 Durango. The one containing the Cigar Lighter fuse is on the dash assembly, accessed from just inside the drivers side door on the side of the dash. There is a diagram inside when you pull the cover off. The one you are looking for is a 15 amp (blue) fuse, 4th from the front on the bottom row.
it needs a special tool from ford the kit is 500 i think. used engine is cheap u can also put a 98 or 97 motor if its cheaper change the valve cover and intake also fly wheel exhaust manifold from the bad motor. i have done it works every time.
since its a 99 it has a sealed plastic headlamp assembly which means you cannot just replace the lens you have to replace the whole assembly a cheaper option if all that's wrong is they are dull is to polish them and headlight scratch remover/ polish kits are available at any auto parts store just follow the instructions
It would probably be worth while to buy a leak detection kit from your local parts store. The kit includes an injectable dye which you put into the system just like regular 134a through the pressure port. Once the dye is in you use the included UV light to find external traces of dye on the lines to quickly pinpoint your leak. Some do-it-yourself freon canisters have leak sealer in them but be cautious as they may cause further damage.
