The lock is released by a solenoid when you step on the brake. The problem can be in the brake switch, wiring, or solenoid. You will have to troubleshoot the circuit. First check all the fuses in the diagram at the link. If one has burned, that will help troubleshoot the problem.

SOURCE: transmission will shift, but car won't move.

there is a linkage inside the transmission that came off or lose so you might have to take it to a mechanic to get in there and repair so do not start car no more and you might have to have the car towed to a mechanic to look at it.

Shift lever blocked in position D ?

Could be the park neutral switch. It senses that foot is on the brake pedal so shifter can be moved.

2003 Ford Mustang won't shift out of park

Could be the brake switch, or the shift lock solenoid.
Both components would need to be tested. And you may be able to shift out of park if you try before you turn the key switch to the on position.

Dead spot on hard excell

If this happens right after you shift it is likely the check valve in the fuel line at the pump. If not occuring after the shift you may be experiencing spark blow out. Try reducing your plug gap to .035 and see if that helps. This is especially important if you have made any modifications that will increase your boost over stock levels.

Car wont move out of park

There is an interlock that requires the brake pedal to be depressed in order to shift the car into gear. So...first question (I have to ask!): Did you make sure to press the brake while trying to shift out of park? If so, theres a good chance that the brake switch is bad.
