You will have to remove the upper intake manifold to replace the rear plug. There are no shortcuts ,and besure to replace the upper intake gasket as well.

SOURCE: Where is coolant drain plug on 1996 Chrysler Cirrus?

The coolant drain plug is located on the bottom left side of the radiator when looking from front of car. To access it you must remove the passenger side fog light and push the rubber cover out of the way.

SOURCE: how do I change the

I did a Google search "How do you replace the rear spark plugs on a 2000 Chrysler Cirrus?" and found this link: http://www.faqs.org/qa/qa-6243.html

I haven't tried it yet and am thinking of purchasing a Chilton manual just in case, but as far as explanations go the one at the very bottom of the page in the link sounds the most legitimate so far.

Besides, I have to pay you guys $9.99 for one answer that I can get for free; or I can get the Chilton and have a whole heap of answers for around $20.

Check the coil packs, or the Ignition module. Disconnect the harness to the ignition module. And test the leads to see if there is current. I don't know what the specs should be, but it will be minimal. Never overlook fuses either.

What do these codes mean?

Per Google search:

P0301 - Cylinder #1 misfire
P0300 - Random cylinder misfire

Could be spark plugs, wires, etc. I'd start with the spark plugs if you know they haven't been changed in a while. Get some Champion spark plugs from your local auto parts store (the copper plugs are OEM per Chrysler) and should be about $3 per plug.

Spark plug to distributor cap Wiring schematic for a 96 Chrysler cirrus

I'm guessing that you have the 6 cyl 2.5 liter engine because the 2.4 liter engine that the Cirrus had for that year I believe had a coil pack. The picture below is for the 2.5. If you need the other just write a reply and I will be notified in my email and I will post it if needed. I hope this helps you and good luck.
