If the car is in park and you rev the eninge up with no load the computer in th car will hit a rev limiter not allowng the engine to blow up.It will sound bad but there is nothing wrong with your car.Now on the other hand if your driving down the road and this is going on you could have a fuel or ignition problem.

Sounds like the main board is going but also check to see if ground on battery is loose also check for corrosion on battery terminals check ground wire on alternator and have your voltage checked at a shop or local advanced auto or similar store have then hook the code reader to the mainbrain as well while ac is running and lights are on then check with car controls off this may give a clue or even solve problem

How do I fix ECU code 4, 8, and 9 on a 1990 Honda Accord?

there is a failing sensor that is energising the limp mode in the ECM. Run the fault codes to see it you can determine what is happening. It may be engine or it may be transmission as both units are protected . Check oil and coolant levels and transmission levels as well as transmission oil temperatures . BY stopping the motor and restarting you are cancelling out the stored fault and resetting the sensor /CVPU but it will reappear again at random. Might be a loose wire connection in a harness to the transmission or the ECM

Runs very rough until warm and then runs a little better but will be harder to get over 30 miles per hr and then it just goes like crazy and runs fine..... seems to be better if I have a full tank.

run fault codes and look for a EVP purge solenoid/sensor problem. IT appears that you are getting a vacuum in the tank and the fuel is not getting to the injectors.

1999 isuzu trooper works fine until it heats up . then it jurks and acts like it has no gas but rpm's jump like crazy by themself...anyone have any ideas

Replace the coolant temperature sensor. This part determines the operating temperature of the vehicle, which the computer uses to determine the correct amount of fuel to the injectors. When the sensor goes bad the computer thinks the engine is cold all the time, so it sends too much fuel into the firing chambers, basically causing it to flood. This will cause the vehicle to run fine when the engine is cold, but once warmed to operating temperature it will stutter and lurch while driving, and even die at stoplights sometimes. I'm 99% sure this is your problem, although it could be a bad oxygen sensor.
Although these parts aren't necessarily maintenance items, they do fail at some point, as the engine gets more miles on it. The parts are relatively inexpensive, in the $20-$30 range, so you're not out anything by just replacing them.

My 1999 Honda Accord starts up and will idle roughly and when you hit the gas pedal the car will bog down until the gas pedal is pumped and the tach reads about 1200rpm and then it begins to...

The hissing could be a vacuum leak. Depending on the leak it could be a EGR valve issue, manifold gasket but you also need to check the fuel lines, pump and filter. It could also be a bad catalytic converter.
