Why don't you tell me the problem? It is highly unlikely a fuse is the cause of a loss of cold air.

I have 99 dodge ram 1500, and i have no cluster lights, or tail lights, was wondering if i might get idea were to look

Check all your fuses and any relays. If OK, most likely reason is one of the connectors on the display board probably has a loose solder joint. Its common on a lot of car. You can fix it yourself, but getting the board out to do it can be a pain.

I am trying to figure out which fuse operates the back lights for the Air Conditioner control knobs on a 2005 Dodge Ram 1500. (4.7 engine)

If the dash lights are working and the other controls light up then your problem is the bulbs need replacing, remove the controls and in the rear you will see where the bulbs go,remove the small socket and install new bulb. hope this helps.
