SOURCE: dash defogger does NOT blow on windshield.

this could be a simple switch problem, if it is a rotary switch, pull the front of it off and try turning the little knob with pliers, the cheap plastic used now sometimes rounds off if this isnt problem depending on type of switch electrical connections on switch could be bad or vaccum could be plugged or non existant

Look under hood on passenger side, next to fire wall, look for a vacuum line that goes into the fire wall, check and make sure it has vacuum, if it does look under dash could have gotten disconnected, if you don't have vacuum under hood add vacuum to it.

Look for a vacuum line off or something stopping vacuum-operated doors from being able to open and/or close doors in or under the dash, or near the floor.

I want to use something for blowing hot air to my feet. Any suggestion?

You could go to a WalMart or some other store and buy a 12V mini fan to plug into your lighter and point it towards your feet, but I personally would climb under the dashboard and follow the lines for the heater vents, It sounds like the door that opens and closes for the vents is hung up letting cold air in, It may be a bad cable or a broken vacuum line, I'm not really sure how your car is setup with your controls. Maybe you could have a younger family member climb under the dash and take a look if your arthritis is too bad. Also a local mechanic could probably open the heat door in a couple of minutes for little or no charge, but if it's not fixed properly you probably won't have a defroster option after that's done.

My Air Cond. cold Air blows out the feet vents, but not the dash vents...WHY??

You most likely have a vacuum leak not allowing the vacuum operated vent/duct inside your instrument panel to operate. Check all of your rubber vacuum hoses in the engine compartment for leaks, cracks or breaks .

I have a 2007 subaru legacy. it has 17000 miles im having a problem with heating.. when i turn the heat on only driver side blows hot. the pessenger side blows cold even when i turn it on to the winshield...

The air is mixed and routed inside the dash by some flaps. In your case the flap that regulates the mixing of hot and cold air for the passenger side is broken or stuck in the cold position.
The only way to fix that is to remove the dash , access the air system and fix the flap.

The blow heater has stopped working in my '96 VW Golf diesel. I am wondering where the fan is located(I guess somewhere behind the dash) as it may have only seized in the current cold snap.

The blower should be above the passenger's feet. Take 5 screws out, pull it down. Before replacing motor, please see my tip at http://www.fixya.com/cars/r6234839-doesn_t_heater_or_air_conditioner_blow . These are generic instructions. If you get stuck or need specific instructions for your car, please get back to me.
