Could either be the ignition system - ie, coil packs, fuel filter, fuel pump, or bad gas. Was it sputtering?

I have a 2003 chevy malibu, I replaced the fuel filter, I can hear the fuel pump when I turn the key on. Sometimes it just won't start. Acting like it is not getting any fuel. Got any suggestions?

When climbing hills and the transmission shifts down the service engine light flashes on and off. I also start to lose power as I'm climbing the hill. Whats causing this?

You did not post the year make and model BUT you should not drive the vehicle because when the check engine light flashes, you can cause damage to your engine. You need to get an OBD reader from a chain autoparts store and see what codes are present.
