Unlikely to be a fuse blown. Doesn't your Discovery have Daytime Running Lights? If so the right side might be a blown fuse. If the rear lights are on, that mean you have the nighttime lights on.

Get a used spark plug and hook it to a sparkplug wire and have someone crank it over and ground the plug and see if it sparks if it don't you have a problem with the computer or electronic ignition. Or it could be that it jumped timing.
No it not a common problem, this engine is an INTERFERNCE ENGINE, which means, when camshaft bind and you need to fine out why it bind did you loose oil pressure or timing belt breaks, piston's will hit cylinder head valve's.Land Rover recommends replacement of timing belt every 72,000 mile's.
get yourself a can of silicon spray, spray the rubber window tracks, that will allow some lubrication to the glass and probably sove your problem. i have to do mine a couple of times ayear
