Did not use it for a while and had problems starting it, I was able to recharge the battery and start the van. the van the van was not used for awhile and now it wont do anything. "No Power" tried to charge the batteries, that did not work, not sure if it is an issue with the fuse
Verify that all battery, starter and main fuse block connections are good . Post back
Battery may be bad. Try a jump start. If the engine light is staying on, have the computer scanned and post the trouble codes here.
Do It Yourself Diagnosis and Repair
SOURCE: speed sensor replacement issues in 1999 Dodge Grand Caravan
The buzzing sound is from the torque convertor lock up solenoid, there is a fuse for this under the hood to verify thats the problem from the buzzing, next where did you get the vss,if it's not oem from a dealer than I would think it's the problem also using a obii scan tool check and clear any codes,so as far as not starting is this from a dead battery or other issue I would unhook the vss and see if it can start.

sit in the drivers seat close the door. with the key off hold the trip odometer button in then while holding the button in turn the key on. if done correctly this will put the MIC (mechanical instrument cluster) into a self test. if the speedometer does not move like the rest of the gauges during this test the MIC must be replaced. if the speedometer does move it is likely your problem will be fixed, however, if the speedometer does move but it does not start working properly then further diagnostic will be needed.
SOURCE: Battery replaced on 2001 grand dodge caravan now radio dont work
U will need to enter the radio anti theft code, this lock out was triggered by the loss of voltage to the radio during the battery change, this code is unique to each radio and cam in the owners information packet when the cat was sold new.
SOURCE: van won't start
clicking noise could be low voltage, starter relay, or soleniod. have these checked before anything else
SOURCE: 2004 Dodge Caravan won't start...just a clicking noise...
Check the battery first. Just because the lights are on doesn't mean it has enough power to start the van. If you or the van has a volt meter, the battery should read at least 13-14 volts to be good. If the battery is good then the alternator is good and we move on to the starter solenoid. I'm sure it's one of these. Do the lights go off or very dim when you turn the key? If so then battery.

Possible something fried the main fuse in the fuse block . Did you charge the battery with it hooked to the vehicle ? Has it been jump started ?
