U have a dead/defective battery, the relays are clicking due to low battery voltage, have the battery tested and you will see I am right.

Put a new fuel panda starter in 97 chevy silverado 5.7 engine but still doesn't crankup.checked fuses under the hood and the only ones that didn't light up was the ign, eng, and ecm fuses.i could sum...

I am a little confused by your light test of the fuses. If you put a test light across a fuse while in the fuse box it will light if the fuse is bad. A good fuse should let the power go through the fuse first instead of the light so a good fuse should not light a test light. That fact you jumped the fuse with wire also suggests the fuse is bad but you grounded it directly to the body instead of letting the power run its proper course through the wiring harness. That's probably why you can't get it to shut off unless you disconnect the wire.

Battery not charging light. wont start

You have so sort of wiring issue, check the battery supply to the fuse box under the hood, it may be corroded.

Starting problem, motor cranks but won't turn over

A common fault is air in the fuel system caused by a fuel pump failure or just a simple pin hole in the fuel pipe allowing air into the fuel instead of fuel.

Often its the igniter, the ignition control module, located, I think, on the firewall driver's side. Did you check for codes by jumping "t" and "e1" on your little diagnostic connector(same location as igniter-lift cover on little box, diagram of pin #'s is on top of cover). You'll have to watch your cel light on dash to record codes.
Also check your fuses and relays in the little black box by your battery (efi fuse, main relay, the 30 and (40 or60) amp AM1 &AM2 fuses). Good luck. Oops, also I think there is a fusible link near your batt. but if it cranks over, it wouldn't be the fusible link.

Battery went dead in vehicle and had it jumped started but now I cant get any juice to the radio in order to get to come on.Can not locate fuse box. Any suggestions?

under the drivers-side rear chair, you must flip open the bottom part of the seat. There is a black box, pop the cover off (fuse diagram is on the cover)!!

I have a 2006 Chevy HHR. My son jumped his car with it and my power steering quit. I can't find the owners manual and don't know where the fuse is located to check it. Could you help please?

Under the hood, on the Driver's side is the main fuse box. EPS fuse is #1 and is a 60A. Also, there is another 2A fuse located in the small fusebox on the inside, passenger side on the console (near firewall).

Usually, it is the 60A that is blown.

Check all the large main fuses, one of these usually burns out in a reverse jump, that is most likely the problem. The fuse you need to check is fuse 1 and fuse 7 (both are maxi 40 AMP) in the the under the hood fuse box, also check fuse 9, this is the computer fuse, it is under the hood also.
