You need to remove the panel under the steering column to reveal the fuses. This usually takes a philips screwdriver or a 1/4 inch socket.

A description for the fuse panel box on a 1995 Oldsmobile 88 Royale

Are you talking about interior fuse panel? There are two, one is on the driver side under the dash, left of steering column. The other is on passenger side under the dash, you may have to remove right side kick panel, to get at it.
I found this info in your owners manual. You can look at your owners manual at
Type in year--make--model, then on the owners manual go down to the bottom, find fuse page in the index, sorry, I forgot the page number. It should show you which fuse does what? I don't know if your fuse box cover has a fuse legend or not? Some do.

Interior lights power windows and rear wiper stopped working

It appears that all these are on a single fuse. Locate the fuse box under dash near the steering column and remove the cover. A fuse diagram will be on the back side of this cover and will tell you which fuse to replace. Owners manual will tell you the same.

Cant find the fuse for my brake lights on my 2002 ford explorer

if the third brake light works you will probably need a brake on off switch. the fuse panels on that truck are under the dash near the steering column and under the hood in the power distribution box. both of these panels are identified in the owners manuel.

The 1997 dodge dakota turn signal problem.

Check the back side of the interior fuse box, should be between the steering column and the fuse box, some where on the box itself.
