Not sure about your Mallard but on one of my old trailers you had to push the steps in, then lift up. then pull out, and they would lower.
Sometimes the pivot points get really badly rusted and seize. That's where a good soak with WD-40, patience, and a small hammer (2 lb max) come in handy.
Last resort is to toss a rug on the ground and get under the steps so you can see how they are supposed to move. Then you'll be a happy camper (groan).
