Try to move the steering wheel some and twist the key. Also try to push the key in and twist it. I had an issue where the steering wheel locking would mess up and it took some patience to get it out.
It means the PCM has seen a problem with your engine running and has reduced the power for your safety. You need to bring your vehicle in to someone with a scan tool to read your trouble codes so they can look in the right direction to repair the non-performing part.
The number 8 means that the digital display in between the speedometer and tachometer is reading your speed. It you set your display to trip odometer to trip one it will read 1, trip odometer 2 will read 2, fuel economy will read another number. and finally navigation will read 9.
That is a manufacturing defect associated with your instrument cluster. My local dealer replaced my entire instrument cluster for free (truck was out of warranty) when my speedometer showed 100 mph in a parking lot and my oil pressure gauge read 0.
