Psi is lbs per square inch. 28 lbs is not a pressure, it's a weight.. Please explain what you are trying to calculate.

Not much information, but from what it sounds your catalytic converter may be restricted or plugged. Temporarily unscrew a O2 sensor and install a pressure gauge 1-10psi. More than 3 psi when you rev the engine means excessive exhaust back pressure and possible converter plugged. I used an old Ford 18mm sparkplug. Broke the porcelain out of it and brazed a 1/8 brake line into the metal sparkplug. Screwed it into the O2 sensor hole (same size and thread pitch). Hooked up an old fuel pump pressure test gauge. Started the engine and momentairly revved the engine using full throttle. Gauge shot up to 10 psi. Catalytic converter was plugged.

IF FUEL PRESSURE OKAY PROBLEM IN TRANSMISSION.TORQUE CONVERTER NOT LOCKING UP FOR OVER DRIVE.CHECK TRANSMISSION FLUID LEVEL AND CONDITIONS IF LOOKS BLACK SMELL BURNED,REPLACE TRANSMISSION FLUID AND FILTER.CHECK TRANSMISSION SHIFT CABLE COULD BE OUT OF ADJUSTMENT.

2000 s-10 pickup idles fine put in gear and try to drive and it bogs out then dies. the fuel pressure is 50 psi.

check fuel filter first with filter clogged it could still have pressure no volume then check for catalytic converter clog backpressure test no more then 2 psi
