To bleed lines turn all way left then all the way right do this a few times and then check pump fluid

the power steering pump, you need to bleed out the rack, this is done by filling the power steering system then turning the wheel from left to right in quick repitions.
are you sure the noise is comming from pump and not the belt tension pulley right next to it ?
I use a wiffle ball bat with both end caps cut off (hollow tube) held to my ear to help localize noises on running engines I have even found tricky intake vac leaks with that trick
Make sure electric rad fans working properly. Possible head gasket issue if coolant is circulating properly with a good thermostat
