SOURCE: fuse box location
I have a '99 Deville. Had the same problem. In the glove box, there are two toggles for Traction Control and Valet. Toggle the Valet one and try the remote on your key or the buttons in your dash.
For mine, someone had engaged the Valet to "ON" and locked out the remote trunk and fuel door.

looked it up online and looks like it's on the front of the water pump in a thing called the coolant inlet housing. one end of it looks something like the letter y and the other end, where the thermostat is round. hope that helps

The turn signal flasher is located under the dash to the right of the
steering column on most models. The hazard flasher is under the dash,
to the left of the steering column. On 1980 and later models, both the
turn signal flasher and the hazard flasher are located at the lower
left hand and the upper right hand corners of the fuse block
respectively. There is an inline fuse for the underhood/spotlamp
circuit. The fuse box is marked to indicate fuse size and the
circuit(s) protected.

Hi, there are two fuse box locations. There is one under the hood and there is also one under the back seat next to the battery on the driver side. To get at the one under the back seat, grab under the front of the seat bottom and give a tug upward. Be careful though, the plug for the rear seat heat is attached to the seat bottom on the passenger side and the wires aren't very long.
