Well for starters the steering wheel is locked because someone tryed to steal car and wanted to know how to get it unlocked

They probably damaged the locking mechanism by trying to break the steering free. (Me strong!) Replace the locking mechanism.

Key won't turn in the ignition and the steering wheel is locked

In hope that you have the right key, put him in, try to turn the steering wheel a little bit at the same time you try to unlock the ignition.Sometimes it's possible that you've used your steering wheel as help wile getting out of the car. At this case, maybe the wheel lock snaps in, but the wheels are under pressure from the ground. Now you want to unlock your car at it seams that the key wont turn. The wheels get pressure from the ground, so the whole steering is under pressure and your steering wheel pressed against the locker block. If you try to turn the locked steering wheel, you'll see that it turns appr. 1" to one side. This is the needed space to unlock with the key. I hope that works in your case.

Locked steering wheel

Try having someone rock the car frontwards and backwards, while you rock the steering wheel back and forth and try to turn the key - it sounds like you're jammed up hard against the steering column lock.

Stering wheel locked and key will not turn

on top of steering lock there are two bolts with the heads broken off... get a steal nail and hammer... dent the bolts with the nail and hammer... angle the nail so as when it is hit it will casue the bolts to turn and loosen. the bolts are not usually tight but space is limited so patience is the key. Using a good strong 4 inch nail helps.

What you have is the anti-theft portion of the steering column has became engaged. When you remove the key from the ignition, there is a pin that retracts, and, when the steering wheel is turned, this pin enters a hole in the column's steering shaft. This prevents the car from being "steered" if someone defeats the ignition switch, while trying to steal it. This locking function will not happen if the car is parked with the front wheels straight ahead; the only time the locking function occurs is when the steering wheel is turned left or right, as in parking whilst turning the steering wheel. This is a normal occurrance, the locking of the steering wheel, as it denies steering to potential theives.
SOLUTION: When the key will not turn, try to turn the steering wheel to the left of right (whichever way it is "turned" to), and, simultaneously, turn the key in the ignition. The "turning" of the wheel relaxes the tight fit of the pin into the hole, and then the key will turn, as it retracts the locking pin from the hole in the column.
