Probably bad end on linkage. Remove wiper blades, then cowl covers, then unbolt entire linkage from motor and cowl to remove it. Inspect and repair or replace.

The wiper blades are in up position,it will not reset back down

The entire blades pull off a threaded nub - Do so, and simply adjust the wipers to the correct position and push them back on.

How do i time my wiper blades after replacing wiper motor blades stay in vertical position when set on interrmitent

Remove the wiper arms from the drive posts. Turn on your wipers with the engine running and shut the wipers off -- this will put the wiper drive posts in the park position.

Reinstall the wiper arms so the blades are about an inch above the bottom of the windshield.

Likely you don't have the blade arms adjusted properly. Also, make sure that the motor has a good ground or it will not "park" when turned off.
