Question about 1996 Honda Accord
The fuel pump is seized up, the pump is inside the gas tank and uses the fuel to cool it, if you run low on gas often or this is a high mileage car the pump becomes inoperable. you access the pump from under the spare tire, there is a plate there you remove, replace the pump.
