My husband tried to jump the air conditioner relay with a piece of wire...while doing this it sparked and the car stalled and will not start. there is power to the key but that is it. checked all the relays they are good. looking for ecm relay so it can be checked.

This all depends on what wires are broken. The most likely reason for the fuses popping is because of something shorting out against something else. Whether that be wire to wire or wire to frame.
Check for compression. Depending on odometer reading, it is possible that the timing belt may be broken or may have jumped time. Listen for a steady cranking sound when you crank over the engine, if the pitch of the sound changes you may be out of time or have a bent valve.
First of all before you spend a lot of money with computer mechanic or personal machanics try a little trouble shooting yourself. My sons neon would not start it started out as beinging a intermittent problem 1. It had a very old battery we replaced it seemed like this sovled the problem it started and ran for a couple of weeks, then same problem. This seemed like it may be a wiring or inition problem, jumped from the + batt. to the starter relay coil w/ key turned on it started every time was thinking it was the inition. Tried one more thing switched A/C relay w/starting relay in engine compartment fuse box. wa la no money for the greedy mechanic.

I would be looking around for any other munching by varmits. Your ecm is under the hood. Critters could have taken out more wiring. look under battery area and ecm area for starters.
if the starter is clicking, try tapping on it with a hard piece of wood, like that of a hammer handle, while someone tries to start the car. if it starts, replace the starter. also make sure electrcal connectins on the starter are tight and clean. and check the starter relay if applicable
Pull one of the spark plug boots from a spark plug, leaving the other end of the plug wire connected to the coil pack. Having someone else start the car, hold the boot end of the plug wire towards any metal piece near it and look for a blue spark jumping from it. Do you see this?
