my Toyota Echo rear durms do not have the star wheel type adjuster, it has two teethed parts, one spring loaded that mate each other, i guess my real question woud be were to line them up before replacing the brake drums?

If you have not had your drums machined, take a rasp file and remove as much of the rust lip that forms where the drum meets the backing plate, without damaging the brake contact surface. Turn the adjustment for the brake shoes (usually a star wheel) till the drum just goes over the shoes but does not drag a lot when turned. Press down on brake pedal after you have both drums on, to re-position the shoes properly. If either drum becomes very loose, make another adjustment. (Your brakes are self-adjusting and will take up necessary slack during normal driving.) I've used this method many times and most times you will get a fairly normal pedal immediately and will not even notice any further adjustments the system makes. If at any point, you have opened the hydraulic system, you need to finish the job by bleeding. If not, just check fluid level and you are ready to go!!
Good Luck!!

DO NOT ADJUST IDLE SPEED! You have an issue with the engine and need to take it to be fixed. Idle speed is set by the manufacturer and should never be adjusted.

Can't drums back on a toyota echo 2004

Notice the question ,duh putting drum back ON.Yes I have encounterd this 3times. Make sure e brake is backed off and the adjuster is tripped and shoes are retracted, also if aftermarket shoes had to grind a little off bottom of each shoe where it rests on each side, Next time I used Toyota shoes and new drum. No problem. Seems thatlining is thicker on aftermarket shoes from napa.

What is required for a 2001 toyota echo tune up?

I also have a Echo and would suggest:
Air filter, spark plugs. If it is still sluggish I would then replace the upstream 02 sensor. The fuel filter is apparently lifetime so it should be okay.

Cant fit drums over pads

You need to retract the brake shoes, via the center adjuster mechanism. As your old brake wore, the adjuster moved the shoes outward. Simply move the adjuster to retract the shoes, then slide the drum on. Then, readjust the rear shoes.

Can't get my brake drums back on my '92 Ford F150.

You need to rotate the starwheel brake adjuster inward, to let the shoes come together. Then, you can slide the drum back on. You will need to readjust the starwheel again, after the drum is on, to obtain the proper position for the new brakes.
