Why did it shut off while I was driving?

Change the tank gas cap. When it is clogged, vacuumbuilds in the tank; this prevents the gas flow to the engine.

I have a 2000 3.8 impala that wont take gas and the gas gauge stays full.

Wont take gas and the gas gauge stays full? This question really doesn't make sense. But if you cant put anymore gas in the car and the gauge says full then you have a full tank of gas. If the gauge always says full even when the gas tank is not full then the sender unit is failing or the gauge itself.

I suspect it to be a waterpump problem. I have a '06 Impala LT and it is doing the same thing with the exact same symptoms. Do you also notice a puddle of coolant under the engine after you turn the engine off and return? Thats another symptom of a bad waterpump or a pump thats going bad. I am in the process of getting it checked out and will post the results when I get a mechanic to look at it. But to me it sounds like a waterpump problem so I'd check that out!

I ran out of gas and now it wont start its turning over though

It is still quite possible that after numerous attempts to pump fuel up to the injectors it may not start. I am assuming there is no problem with the fuel pump and you can hear it operating when the ignition is turned on.

If the vehicle still will not start, it is possible that debris in the fuel tank has been picked up when the gas was very low and has caused a blockage in the supply system. The likely place to begin is the fuel filter. Have the filter replaced. You should also check the fuel line the other side of the fuel pump to ensure that fuel is passing through the pump towards the engine. When disconnecting the fuel line, fuel should flow out.

When you get the car started ensure you buy a bottle of fuel injector cleaner (reputable brand) and add it to a full tank of fuel during filling. Tip in the injector cleaner and then top up the fuel tank to full or near full. This should be done a couple of times a year in any event.
