On your car it means that the computer has engaged it by mistake and this is a sensor that has become active due to a electrical problem. check your manual to see if can be reset. usually they can be reset on oldsmobile being a GM car.

Where is the starter relay located on a 1992 olds 88 royale

It's piggybacked on to the starter.
1992 olds 88 royale starter solenoid Google Search

Also, check the neutral safety switch - Put your foot on the brake and put the car in neutral. Then try to start it. If it starts the neutral safety switch is bad. It could be the ignition switch. It could be to starter solenoid. Does it have an inertia switch? They rarely go bad but I have seen it.

Probably a bad sending unit in the tank,or maybe a broken tank baffle.(Either way, you're looking at taking out the tank to find out.

Ac compressor not working

If i've seen this problem once, i've seen it 100 times. The bad part about A/C compressors is, once broken always broken. It's only replaceable. You may try cleaning any connections to it, but they're not really "rebuildable". If you know a slight bit about mechanicing, it's not a big deal to replace at home if you can get the part through an auto parts store. If not, take it to a shop to ensure no leaks. Hope this helped!

Car only goes 20 mph when ac is on

possible overheated motor and most likely will need a rebuild in the mean time check to make sure the radiator and coolant reservoir are full of coolant under the hood.

It might help but i think at this point the engine has been damaged

Window came off track

If by "off track" you mean the window will not roll up or down or it's not staying up, more than likely the window regulator is broken. There are pullies and wire cables attached to a motor to move the window. THe glass is attached with locking pins and don't usually come off (atleast I've never seen it happen myself and I've been working of cars for 12+ now)If you can hear a grinding noise when operating the switch or it sounds like something is binding, replace the regulator.
