The second fuse panel that you seek is under the dashboard, on the driver side (for a US car). This box is called the "JB1" (junction block #1), and contains several relays in addition to the 15 amp "CIG" fuse that you need to replace.

I had the same problem on my Passat Variant 2007.
Randomly Park Brake won't activate and/or deactivate once button PB pressed.
The cockpit computer tells "Park Brake Error" (or something similar).
If this is your problem, the issue is very well known to VW Service centers.
I had solved it by bringing the car to the Service: The told me that they substituted the ParkBrake Button (a differently made one, even if identical on the exterior) and Reprogramming (Updating) the car computer software.
