My high beams won't work on 2008 cats Cadillac the brights are showing in dash but go to high beam

It is likely a blown high beam fuse - check your fuse box. Or it could be the high beam relay - but I would check the fuse first

Replaced the headlights and it seems as though the high beams are not working right. They are on but not right, when you turn on the bright lights should both the low and high beam bulls be on?

Depends on model, most of GM products now have seperate beams for low and high, and some high beams require a different headlight for proper brightness.

Can not find timing marks on balancer with timing light

Since you gave no specific vehicle I can only give a general answer.
You have the lights pick-up on the wrong plug wire. Should be on #1.
The outer ring of the balancer has slipped. They are just pressed on with rubber and can slip.
It helps to mark the balancer with some bright paint (white out works).
Computer contolled vehicles may need a computer bypass done. Don't know what vehicle you have so can't be specific as to how.

Fog lights do not come on either when using headlights or with the fog lamp switch in my 2002 Grand Am SE. Fuse seems to be fine.

REPLACE THE FOG LAMP SWITCH DOWN ON THE STEERING COLM. REMOVE THE PROTEC. PANEL UNDER STEERING COLM. AND GENTLY START TO LOWER THE COLM. WATCH OUT FOR THE SHIFT IND. WIRE- REMOVE IT- LOWER COLM. AND HALF WAH DOWN ON THE TOP SIDE IS THE SWITCH FOR THE FOG LAMP CONTROL IF YOU HAVE ALREADY REPLACED THE ELEC. SWITCH - (PUSH BUTTON OR ROCKER STYLE ).IN THE DASH. IF - - LIGHTS AREON AND THE FOG LAMPS ARE TURNED ON AND THE HEAD LIGHT GO OUT OR WONT CHANGE FROM DIM TO BRIGHT REPLACE HIGH/LOW SWITCH ON COLM. SAME PROCEDURE AS FOG CONTOL SWITCH.

No head light alarm

I'm not sure what your cruise control problem is but your alarm problem may be the dome light switch for the drivers door. The switch is used by the alarm to determine that the door is open. Does the dome light come on bright when the door is opened? If not, try wiggling the switch (behind round rubber boot on the door post). If this works you can remove the switch by pulling up the rubber cover and unscrewing the bolt and carefully pulling the switch and wiring out. If wiggling the switch didn't work, you can check the wiring by grounding the wire to the switch, it should illuminate the dome switch brightly. If so, a new switch is about $10 at your dealer.

Anytime you disconnect the battery on this car the a/c contoller will do this. The contoller, which on the back of the contol assembly, will have to perform a system test and pass to stop the lights from flashing. It's been awhile since I've done it so I can't remember which exact buttons to push, but you start the car and turn the blower on high. Then you hold 2 certain buttons down on the control for so many seconds then release to start the test. The lights will change while in test mode. I think you hold down the rear wash and ac on buttons to start it but I'm not sure. If it doesn't work a dealer may tell you how to do it. If your A/C is not working or charged or if it detects any other problem, it will pass and reset.
