Try hitting the face of the drum with a large hammer until free from hub rotating the drum as you go. you may have to de-adjust the rear shoes once the drum is free from hub start by removing the oval shaped rubber plug for the adjustment window on the backing plate with a flat head srewdriver or brake adjusting tool and a small pick to push the anti reverese lever back rotate the star wheel oposit of the audible cliking. clicking is tightening once de-adjusted enough rotate and pull the drum off.

Should not need to adjust the brake pedal.If it is low or going to floor check for leaks or air in brake lines.could also be that the rear brakes need adjusting.

Drivers side rear wheel wont budge even when driven. How can it be freed up?

Sounds like the emergency brake is frozen. You will have to remove the tire and brake drum to see what is going on. The drum will probably be stuck on due to the problem you are having. You will have to back off the star wheel adjuster to free up the brake shoes and/or release a stuck emergency brake cable. This will take more than a novice so you will probably need to get help. Good luck :O)

The adjuster is accessed through a slot in the bottom of the brake backing plate. Clean all rust from the axle, to allow drum to come off...

Rear brakes on a 1999 Lesabre make slight growling noise when brakes are applied . Can the brakes be adjusted?

drum brakes or disc brakes ? if drum brakes. yes but first remove the drums to be sure there is enough shoe left to adjust and to be sure there is no dirt or broken springs back there. if disc brakes no adjustment.
