On any of todays vehicles

Automobiles of today are highly advanced pieces of machinery the first step in any automotive diagnosis is to connect a scan tool to check if any faults have been logged.

Scan tools are needed to perform basic settings on motors , modules and test various electrical components .

The second step is too see if the factory has released any technical bulletins , a bulletin can quickly alert a person to a fix before a diagnosis is started .
( you may be able to do this by searching on line )

If there are no bulletins found then a thorough diagnosis must be started .

A test drive can reveal the condition of the car while it is being driven and help the diagnosis.

If all else fails then the vehicle will need to be taken to a reputible technician.
Preerably one who has experience with your make and model.

Why won't my car start?

Eric, it should go without saying that it is not possible to provide a diagnosis of your issue without knowing the YEAR, MAKE, and MODEL of your vehicle.
That being said, there is NO MAGIC "FIX" BUTTON and NO MAGIC BULLET to diagnose your issue. You will need to have stored codes read out of the vehicle's ECU as a guideline, and will need to check the operation of both the FUEL SYSTEM and the IGNITION system to diagnosis the cause of the issue you're having.

I have changed the module on my buick regal 1993 but did not start

Tell the technician to sell his tools and but a frankfurter cart!! A real tech does not changed anything unless he is absolutely sure it is the problem.

There are many reasons a vehicle will not start. Too many to list but having parts changed until the vehicle is repaired is not the way to do it.

You vehicle probably has a 3.8L engine. These engine were known for CPS (crankshaft position sensor) problems. Tell your 'tech' to check for spark, injector pulse and fuel pressure and DON'T PAY HIM FOR THE MODULE. Insist he re-installs the old one to do the diagnosis.

P0300 misfire

The list is way too long to try to list it here. MANY things can cause a cylinder misfire. It should be properly diagnosed to keep from wasting your money. There are those that will tell you to start replacing a bunch of things like spark plugs, coils, injectors, etc. If you want an EXPENSIVE "parts-nosis" rather than a proper "diagnosis" then you can listen to them and just start replacing parts. However, I recommend diagnosis by an experienced, trained, automotive repair technician.

I have an 89 Excel and i got it to start and idle but as soon as you push gas it stalls. If you catch it right as soon as you start it it will rev up for about 20 secs and dies again.

You issue is common with 'AGING' vehicles.... this drivability issue is not necessarily Hyundai Excels. As vehicles age, there are 'MULITPLE' probable causes... primarily the Throttle Position Sensor (which is the MOST COMMON cause). Find a COMPETENT TECHNICIAN to bench test it! If it tests 'GOOD'.. then the diagnosis has to continue to determine the 'ACTUAL' cause.... Sorry, that's the business of 'DIAGNOSIS'.... it ALWAYS takes TIME!

A code P0400 may mean that one or more of the following has happened:
• Plugged EGR passage which restricts the flow of exhaust gasses
• Faulty EGR solenoid
• Faulty EGR solenoid wiring/harness
• Vacuum lines damaged/disconnected to the EGR valve solenoid or to the EGR valve
• Faulty EGR valve

When trying to start, the lights come on but the engine won't turn over. guage cluster reads start error.

Disconnect battery and reconnect, check fuse box make sure EMS fuse in place, call technician out for diagnosis test and key coding, ECU might be faulty

the problem is with the transmission overdrive circuit voltage is low. start by checking the #5 fuse in the fuse block under the hood. if it is ok check for voltages at the trans control relay. past that you may need to take it to a reputible technician for further diagnosis
