Try rocking it back ,and fourth .That may release it does it release when you put it in gear normally, or do you release it manually? If manual, look for springs that pull cable back when you release it, if it releases when put into gear look where lever releases cable. If unit has sat for awhile rust may have frozen brake parts...rocking may release it.
