would you believe you fill up by pouring oil down dipstick tube....why would you want to,it is sealed/non maintenance.....
check your grounding conductor, connection to earth, check for open path or short.... if your grounding point of contact with earth is not super clean and rust free, then it wont start but you will have power on acessory because it uses a different grounding point (batteries main earth connection).
Also, use a meter to check continuity of conductors to and from starter and it will show a short if the OHM reading says "overload", but disconnect battery first to be safe.
it looks like this if your car wont turn over is a possibility, that the starter is bad, try to hit the starter motor before you remove ie and triy to start it see what happens, hit it hard, if it starts you need a new starter.the starter is near the transmission underside.
