When you take the panel/cover off your fuse compartment there will be pictures on the back with corresponding numbers. The one that looks like a horn is the one your looking for. It will have a number beside the picture. Match that number with the one beside the fuse and check to see if it is blown. If the wire is not connected both sides of the fuse replace the fuse with the same number the is on the fuse itself.

Check your fuses. There is some in the car and under the bonnet. The are all labeled on the inside of the cover.

2003 lancer o-z rally SRS light stays on and horn doesn't it hte clockspring that needs replaced? is there a way to test the clockspring without removing it?

If you can locate the horn wires from the column and connect those two together momentary and the horn blows, then your clock spring is bad. Given the two symptoms your dealing with that's what it sounds like. There should be power going to the clock spring if you have a multimeter. Please be sure to locate the horn wires. Do not randomly probe wires as you could inadvertently set off the air bag.

The horn stopped working

Check the plug connection going to the horn then check the fuse to see if it is blown out, use a voltmeter to check to see if the horn plug has power as an assistant activates the horn if you are getting power replace the horn you should be able to get a original replacement at a auto junk yard.

2003 Mitsubishi Lancer horn not honking

Usually when the horn doesn't honk it's a blown fuse

try running the ODB sensor on it... it should tell you the code...

then you can look the code up and it should tell you the problems...

Usually AutoZone or Advanced Discount Auto will do this for free for you :)
