make sure that the rear seats are properly locked into rear catches as this can stop your seatbels from working if ok then sounds like your seatbelt is faulty req new seatbelt.

this is generally a failure in the hand brake assembly itself.Pulling the center console will reveal the mechanism that locks the brake cable in the unit.You probably will notice its inability to hold in this area which will necessitate replacement .

It is most likely handbrake cable needs tightening so it engages the brakes better when set.
Other possibilities are that your brake shoes and worn and need replacement, or pistons are leaking brake fluid into the drums.

if you look in the boot where there may be a spare wheel there can sometimes be a leaver thich will overide the automatic system
