The return spring on the bendix has broken or the helix is so dirty, that the bendix is stuck.

If the starter does not engage during wet weather but works fine otherwise it will most likely be an electrical issue. The first thing to do is test the small start wire at the starter while holding the ignition in crank position. Use a test light and if the start circuit is good, the test light will light and the problem will be within the starter. If the test light does not light, the problem will be electrical and could be the starter relay or any wiring in between

Well since you replaced the starter, I think I would load test the battery cold and then again hot. It could be you have a dead cell in the battery and it is not producing enough voltage to work the starter solenoid.
Or it could be a bad connection between the battery and starter, or battery and ground.

Replace the starter, static testing is notoriously poor for starter issues.

Could be in the keyswitch or a bad starter. You tested the battery and it tested fine? The parts stores have a special tester to test batteries and they will do it for free. If you engage the starter while they test the battery most the meters can test your starter at the same time.

You have a shortage or a bad starter. Tighten all bolts leading to battery and starter. If still giving you problems, remove starter take to auto shop have starter bench tested.

Yes they do but I would rather think you have a bad battery cabe connection to the system, sometimes the battery cable corrudes and you can't see it try replacing the cable ends and the connector ends espically if they are by the battery.

My 2003 dodge caravan would not start after driving about 1/2 hour. I stopped for coffee and when got back in to start it started I switched gears and it stalled. I tried to start again switched gears then it started but only for 2 sec. No clicking, no cranking sound just would not start but battery functions were great. Spent 2 days with a mechanic who could not resolve so sent to Dodge. After a day of putting wires back and checking out the problem they said it was the computer. Said that it was bad and could be replaced at no charge due to malfunction. Yes, it worked fine afterwards no more problems. They also said that some of the computers are found to be defective like this one so I hope this helps you in the right choice to have the dealer check it out if you are unable to get a computer reading and there is no obvious short in the system. Free sounded very good but as you know there is no such thing as really free as they got me for other things $350 worth. ouch!
