I would change the coolant temp sensor first as it's cheap and it fails.
It's the sensor beside the thermostat, and it's the temp sensor for the computer, not the temp senor for the gauge on the dash. Also sometimes the idle air control can get slow to move on a cold start and just cracking the throttle just a little with the gas pedal helps start a cold engine with a slow idle air control.

Does it try to start if you spray starting fluid into the throttle body ?
Are you getting power and ground pulse to the injectors ?

Changed fuel pump, fuel filter, relay, new plugs, distributor cap & rotor. Still not getting enough fuel to start.

9 times out of ten I have fixed this exact same problem with a fuel pressure regulator. the other times it was the bcm. if it is the bcm you can get it from local parts store then get it flashed by dealer.

Chevy Cheyenne 2500 not gettibg fuel. I bypassed filter, it was somewhat plugged. Still not getting fuel. How do I check relay vs pump?

Listen at the tank filler area while someone turns the key on (don't try to start), You should hear the pump run for a short time, then shut off. If it keeps running, then the pump is likely worn out. If the pump runs at all, the fuse and relay are ok. You can check fuel line pressure (rent a test kit) at the test port (looks like a tire valve) on the fuel rail just above the injectors. You should read about 45 PSI--anything much lower, suspect the pump or pressure regulator.

1993 chevy lumina van acts like it is out of gas

The question is how much pressure is actually getting to the fuel rail and engine. Ideally you should test the pressure at the rail to see how much pressure you're actually getting. If it's fuel injected it should be around 50 - 60 lbs, carbuerated should be much lower. Depending on the outcome, possibilities, fuel pump, strainer ( located in the tank), filter or maybe a plug in the fuel lines or problem with injectors. Good luck. If this helps, please rate this. Thanks

1998 Chevy tahoe Hard to start when cold

replace your MAP sensor(manifold absolute pressure) the map sensor is the computer for your fuel pressure regulator telling how much pressure. Unless your tahoe runs like **** going up hill than it inevitably your fuel pump
