If problem on wiring circuit somewhere, replacing the parts won't fix it. If fuse 17--10 amp that fuse circuit is hot all the time. You have a short. Disconnect the wiring connector from generator, does the circuit still go to ground. Instead of blowing your fuses, use a test light across the fuse terminals, if the lite comes on, the circuit is still going to ground. Some don't like to use test lite for that test, but, anyway.
Could be problem with fuse box or the wire circuit from fuse to generator. Make sure generator wire connector doesn't show any signs of heating/melting or anything.
If you think the problem is the white wire with black tracer, you might leave a pigtail wire at both ends, hopefully the pigtails are good, then splice in a new wire for testing. If that fixes it, then make the new splices permanent and route the new wire properly.

Ford Five Hundred head lights and dash lights are flashing.

I would check battery voltage with a meter when the lights are flashing to check alternator output. Might be a ground problem.

Where are both cam sensors on a 2006 ford five hundred

The cam position sensors are located in front just below the valve covers. It's a 10 minute replacement, 20 if you do both which I would reccomend if you decide to replace. However, more often than not it's your alternator that's the problem. Your cam pos sensor will cause some surging due to a bad signal.

Car would not start, replaced battery and car is not charging battery. Why won't car charge battery?

sounds like the alternator is not charging the battery properly,, this could be caused by either a bad alternator or a loose alternator belt.
