On my 2003 Jeep, there is a button on one of the two round plastic bases in the top of the seat. The button is actually molded the shape of the base. Depress it while pulling the headrest upwards.

If it was important to me to remove a safety device I'd figure out how to do it without breaking anything, remove it, and see what happened. I'd just be sure that I could put it back before the next accident.
Determine how the headrest is attached. On some vehicles they have a metal bar that slides down into a slot, and the height can be adjusted. These kind can be pulled up to remove them.

theres normally a little button on the side you press on the plastic base where the stem of the headrest goes in, you press that as you lift the headrest up and out of the seat, hope this helps
