Are you talking about the Foot Pedal Assembly?
Has a couple of bolts attaching it to bottom of dash and the cable running to the rear brakes. Hardest part might be unhooking the cable.

Hood wont release from interior release. cable is attached to release handle. its on a 1999 passat

try pressing down on edge of the hood as someone pulls the release handle. Or shake hood up and down while pulling the release cable. The cable may have broken at the latch end.

How to Replace hood release cable on a 1999 Chevrolet Blazer. The cable is broken inside the car.

reach in behind the grille with a hooked tool and grab the cable housing pulling it outside, you should be able to peel away the plastic outer cable housing to reviel the inner steel cable. Pull on the cable, this should release the hood latch, from this point you should be able to trace the cable route for replacement.

The gas tank release will not work

The first thing to do is spray penetrating oil on the hinges and behind the fuel door. Then, check the cable connection at the release handle. Ifc it has become disconnected, reconnect. The handle may be damaged and may have to be replaced. Also, you may be able to open the fuel door by pulling the cable using a pair of pliers, or by slipping a thin blade of some kind behind it to push the release latch in. If you can get the door open, put as much oil as possible on the release mechanism plunger, and then work it into the mechanism by depressing the plunger repeatedly. If you are able to get the door open, the connection at the release handle is good, and the plunger seems to move freely, the release cable may have stretched, seized or broken, and may need to be replaced.

1999 Chevy Blazer -- instructions for replacing hood release cable

From the inside pull as much as you can and cut the bad cable tape the new cable end together REALLY good and you should be able to pull the new one right through. You may have to remove a few of the cable retainer clips for it to pull.

You will have to look under the side panel, and you can release it with a screw driver, or get a pair of vise grips to pull the cable to release it.

Bypassing hood cable override system to get under my hood

Also helps to clean and oil the latching mechanism. On my Blazer (01) you'd pull the handle by the brake all the way back, hear a slight click up under the hood and nothing happened. Pound on the hood above the latch a few times and it'd pop open. I cleaned and oiled it... works fine now
