I just pulled out every fuse one by one to see if they were broken and I found one that was broken and replaced it and now my windshield wipers work.

SOURCE: fuse box 1992 ford econoline
I have a 94 E350, and mine has 2 fuse boxes. One is under the steering column at the driver's seat, by the brake pedal. The other is under the hood, when you're facing the van it's just a little to the left and below the driver's side battery.
I have the 89-96 ford full size van chilton. I emailed scans of the fuse diagrams to email@example.com. The password is chilton. Go to asiamail.com, type in chilton for email address and chilton for password and click enter. Lem me know via that email if that was the wrong thing.

Remove the outer wiper arm. Remove inner tailgate coverings. Disconnect wiper electrical connector and retaining bolts to remove. Installation is reverse of removal

This sound like some type of relay switch failure in the fuse box, you need check all the fuses and see if they're all intact and make sure none of them are burned out. If all these are not working you have a live wire some where in you wire harness

Yes there are two pumps located in the wiper fluid reservoir. If your in a bind, you can switch the plugs and small hose that go to them because they are both the same. The upper pump operates the back, and the lower pump operates the front. The back won't work until it gets replaced, but it beats driving backwards.
