Not sure what model you have , but most heater cores on modern cars are located behind the dashboard , to the right of the drivers foot pedals, near the floor. , usually a removable carpet or panel will allow further inspection .

Where is the heater core located on a 1992 lexus sc400?... and what else could be a problem be if the heater doesnt work?...

every heater core i ever saw was behind the glovebox, above the passenger's feet, except the volvo, they put it above the driver's feet. follow the heater hoses under the hood and you can see where they meet the firewall, the core is right on the other side. if the car is otherwise running fine, then most often plugged core, however there are also many cases where the cold air blender flap gets stuck open keeping it always in cold mode. a call to a dealer service department and they can tell you if this is common or unknown on your year. it is 18 years old, and every year past 10 is a good one.

1997 Lexus LS 400 --Fan blower not getting voltage or signal from heater relay. (actually module and fan not seeing voltage). Without a scan tool, I cant read the computers' would be sine wave. Ive removed...

Change the fan resistor it should be located under dash near the glove box ther's a rectangular electrical plug going to it it should be located somewhere on the heater box. These usually go bad because of the constant condensation and temp. changes present.
